Would have guaranteed specific legal rights to Florida prison inmates and required that a written list of those rights be handed to every inmate when they enter the system. Also would have broadened who qualifies as 'permanently incapacitated' to make more seriously ill prisoners eligible for early medical release. The bill died in committee.
