Use of Substances Affecting Cognitive Function

Would require medical examiners to test for mind-altering substances during autopsies of violent offenders and include those findings in reports. Lets doctors share patient records with police without consent in some cases. Requires school safety staff to train teachers and employees on dangers of certain substances.
