Payment Stablecoin
Brings 'payment stablecoins' — digital currencies pegged to a stable value — under Florida's money-laundering and money-services laws. Companies that issue these coins must get a state license, follow anti-fraud rules, and notify regulators before operating. Stablecoins are explicitly not classified as securities.
